Marsha L. Harlan, JD, is an attorney specializing in the representation of tribal governments and tribal members. She has served as a District Court Judge and Supreme Court Justice for various tribal Nations for more than 25 years and currently focuses her private practice on matters relating to tribal child support, gaming, domestic violence prevention, and self-governance. Judge Harlan received her Juris Doctor in 1999 from the University of Tulsa.
She is currently the Chief Justice of the Supreme Court for the Kickapoo Tribe of Oklahoma, Chief Magistrate for the Southern Plains Region of the Bureau of Indian Affairs, Chief Judge of the Ponca Tribe of Oklahoma, Chief Judge for the Kickapoo Tribe in Kansas, and is the Attorney General for the Wyandotte Nation of Oklahoma.
Judge Harlan is the founding partner of Penn Ridge Strategies, LLC. She is a nationally recognized speaker, children’s advocate and an activist on the issue of tribal self-governance. A member of the Osage Nation, Judge Harlan is past president and a lifetime member of the National Tribal Child Support Association and has spent her entire career working on behalf of tribes and their citizens.
